It aims to ensure the availability of ration to beneficiaries, especially the migrant workers and their families, under the National Food Security Act (NFSA) and other welfare schemes at any fair price shop (FPS) across the country.
One Nation One Ration Card plan ensures distribution of subsidised foodgrains to ration card holders under NFSA to lift the entitled foodgrains from any Fair Price Shop (FPS) anywhere in the country by using their same/existing NFSA ration card after biometric/Aadhaar authentication on an electronic Point of Sale (ePoS) device.
Under this scheme, beneficiaries will continue to get Rice, Wheat and Coarse Grain at the rate of Rs. 3, Rs. 2 and Rs. 1 per Kg respectively in other States as well.
One Nation One Ration Card Format
The One Nation One Ration Card IMPDS online portal will help to collect all the data of PDS systems across the nation on a single platform. A standard format for ration card has been prepared after taking into account the format used by different states and after consultation with other stakeholders. All the states have to issue ration cards by following this format under the One Nation One Ration Card scheme. The following features inculded in ONORC:
- For national portability, the state governments have been asked to issue the ration card in bi-lingual format, wherein besides the local langauge, the other language could be Hindi or English.
- One Nation One Ration Card Online Form will consist of 10 Digit Ration Card Number. In these 10 digit ration card number first 2 digits will be state code and next 2 digits will be ration card number.
- In addition to these 4 digits, a set of 2 digits will be added along with the ration card number to generate a unique ID for the members of the household in the ration card.
One Nation One Ration Card Selection Process
The government has recently announced that there will be 100% coverage under this scheme by March 2021. Currently, the scheme is in operation in only 32 states/UTs as a pilot program for checking the portability of this scheme but from June 1st it will come into effect in the entire country. Ration card is issued by all the state government in two ways, first is APL ration card and second is BPL ration card. According to the income of the citizens of the country, APL and BPL ration cards are issued.
Below Poverty Line (BPL)
Families that have BPL cards are the ones who are living below the poverty line specified by the state government. BPL families receive 10kg to 20kg food grains per family per month at 50% of economic cost.
Above Poverty Line (APL)
Families that have this card are the ones who are living above the poverty line as specified by the state government. APL families receive 10kg to 20kg food grains per family per month at 100% of economic cost.
How does it work?
ONORC relies on the following for its functioning:
- Ration card
- Aadhaar number
- Electronic Points of Sale (ePoS)
Integrated Management of Public Distribution System (IM-PDS) (impds.nic.in) and Annavitran (annavitran.nic.in) are the two portals that support ONORC, by carrying all the pertinent data. While the former keeps track of the inter-state transactions, the latter maintains record of the intra-state ones.
Thus, when A, a ration card holder, visits an FPS, they load their biometric details on ePoS, which is matched with their details on the Annavitran portal, thereby identifying A as a legitimate beneficiary.
Once the authentication has been completed, the dealer can give A what they require and are entitled too.
